In order to add your card to Google Play, it must be authorized for international transactions. It appears that your card is limited to domestic use only. Google utilizes a 2D payment gateway, as it has always preferred this option. However, due to the requirement of a 3D gateway in India, Google continues to use its international gateway version. If your card cannot make payments on websites that use foreign gateways, you will not be able to authenticate your card on Google Play.
